The Na Pali Coast is one of the few places where I felt I had gone through a spiritual experience. The size, the beauty, the diversity, and the effort needed to experience it and capture it properly. I visited the island twice, and was fortunate enough to experience the Na Pali coast from many different angles (boat, trails, beach, and no-doors helicopter). It is hard to appreciate the sheer size of the cliffs and the areas in between. The area is very clearly national park material. I assume it cannot become a national park because it is difficult to access in order to appreciate it. The few accessible viewpoints are small and lack a real vantage point. And nobody would build boardwalks or pathways through nature there, not to mention it is sacred land for the indigenous population. To appreciate its size and beauty you need to be on a boat, or in the air, or miles deep into some trails with dangerous parts. For those who can make the effort (physically and financially) it should definitely be in your bucket list.
